Assessors
The NSW Education Standards Authority (NESA) assesses applicants for Highly Accomplished or Lead Teacher (HALT) accreditation. Find out about HALT and External Assessors' work, and what they do.
HALT Assessors
HALT Assessors assess evidence modules submitted by teachers who are applying for HALT accreditation. The modules are from various sectors, systems and contexts.
HALT Assessors are responsible for:
- completing NESA’s Assessor Training Program and refresher training as required
- completing control sample assessments
- assessing the evidence modules that NESA allocates to them, including:
- contacting referees
- contributing to the completion of the HALT Module Report for each module they assess
- providing feedback to applicants on their evidence
- fulfilling their responsibilities regarding:
- confidentiality
- conflicts of interest
- all relevant commitments.
NESA provides each completed HALT Module Report to the applicant within 28 calendar days of the applicant submitting the module.
External Assessors
External Assessors conduct the Site Visits that form part of the evidence required for a HALT application. The Site Visits observe the practice of a teacher as part of HALT accreditation.
Site Visits by External Assessors
During the Site Visit, the External Assessor:
- observes 3 sessions of practice, at least 2 of which must be when the applicant is teaching students or children in a lesson or learning experience
- engages in professional discussion with:
- the applicant to provide feedback on their practice against their nominated Standard Descriptors
- up to 2 colleagues nominated by the applicant, where applicable
- the applicant’s principal or service director
- completes a Site Visit Report in their NESA online account (eTAMS).

What External Assessors do
HALT External Assessors are responsible for:
- completing NESA’s Assessor Training Program, including:
- training on conducting Site Visits
- refresher training as required
- conducting Site Visits, as appointed by NESA
- fulfilling their responsibilities regarding:
- confidentiality
- conflicts of interest
- all other relevant commitments.
Assessor Training Program
HALT Assessor training is conducted through NESA's Assessor Training Program. NESA seeks nominees from sectors to participate in its Assessor Training Program, which is mandatory to be a HALT Assessor.
External Assessors are from the same sector, system or context as the HALT applicants they assess. NESA trains External Assessors through its Assessor Training Program.
