Funding to support arts and cultural organisations experiencing long-term impacts from COVID-19 pandemic.

Program objective
This targeted funding supports arts and cultural organisations who received funding through the first phase of the Rescue and Restart programs and whose operations have been unable to return to pre-pandemic levels due to rising costs, skill shortages and changed audience behaviours.
The performing arts and other cultural organisations that depend on audience attendance and ticket sales were heavily impacted by COVID-19 lockdowns and restrictions. Some organisations continue to feel the impacts of reduced audience engagement due to health or cost concerns.
The funding aims to boost organisation's confidence and ability to invest in innovative programs, develop artists, as well as engaging and maintaining staff that are needed to present programs to audiences.

Eligibility
Who can apply
To be eligible for funding the organisation must
- have previously received support through the eligible programs of the 2020 COVID-19 Rescue and Restart funding and
- have been invited to apply for this funding.
Eligible programs from the 2020 Rescue and Restart program are:
- Stage One
- Stage Two and
- Small Grants Program.
Who can’t apply
This funding is by invitation only and is limited to organisations that received funding as part of 2020 COVID-19 Rescue and Restart funding initiative.
Organisations not eligible for support under the 2023 Rescue and Restart program include:
- Recipients who only received support through the strategic funding programs such as
- Residencies
- Strategic Investment Programs and
- Strategic Investment – Restart programs.
Types of activities funded under this grant
The funds may be used to
- offset increased costs in delivering the currently planned 2023 program/projects
- offset increased wages costs
- offset reduced earned income
- allow for the reduction of projected organisation or program deficit in 2023
- be used for the stabilisation of equity
- enable additional employment of artists, technical staff, creative staff
- enable additional employment of administrative staff.

What your application needs to include
Complete the application form in the grant portal, Smartygrant, including the following supporting documentation:
- Financial statements, projected results and funding allocation.
- Overview of your organisation/program purpose and audience including
- suburb/town, city/region
- how it addresses the NSW Government's Key Priority Areas.
Prepare your application with this checklist
- Financial statements for your last completed financial reporting period
- audited accounts or
- accounts presented at your last annual general meeting (Balance Sheet and Statement of Profit and Loss).
- Information on your current and projected end-of-year financial position
- current year-to-date results, and projected end of-year results.
- A breakdown on how the funds will be allocated within your organisation.
- Information on how the funding will help your organisation with the purpose of the program.
- The location where any planned activity supported by this funding will take place (suburb/town, city/region).
- How the planned activity will support the Create NSW Arts and Cultural Funding Program Key Priority Areas:
- Aboriginal communities and artists
- People living with disability or who are deaf
- People who are culturally and linguistically diverse
- People living/working in Western Sydney
- People living/working in Regional NSW
- Young people (under 25yrs).

A letter from the Minister will confirm your eligibility and an email from Create NSW will confirm your level of funding.

Successful applications will be decided by: The Minister for the Arts
Your application will be checked by Create NSW staff for eligibility based on the published criteria for this program.
The information you provide will be reviewed by Create NSW for completeness and to ensure that funds will be used to achieve the objectives of the program.
Create NSW may request additional information from applicants
If an application is missing information or is incomplete, Create NSW may, in its sole discretion, work with applicants to clarify any missing or incomplete information.
Successful applicants will be required to do a milestone report in 2023 on any activity that has taken place and a report in June 2024 on the impact of the funding. These commitments will be reflected in the funding agreement.
